Carol G. Stukes, President

Ms. Stukes has retired after being employed with the City of Philadelphia for 40 years utilizing her professional experience as a Budget Analyst and her labor union experience for the benefit of all active employees and pensioners. She is an elected trustee to the City of Philadelphia Board of Pensions and Retirement and has held that position since September 1994. Ms. Stukes accomplishments include: introduction of the DROP (Deferred Retirement Option Plan) permanent, helped institute the Pension Adjustment Fund (PAF) rebate for retirees and bond issue increasing fund’s assets by $1 billion +, established the Opportunity Fund for small business participation in investing Board Funds, and the Loan program for Deferred Compensation members. Ms. Stukes is the President of the Mid-Atlantic Plan Sponsors (MAPS) and an Executive Board Member to National Conference Public Employees Retirement System (NCPERS). In her capacity of union representative, Ms. Stukes has held the position of Shop Steward, Executive Board Liaison and delegate in both AFSCME District Council 33 and 47.  Also, she was the Secretary-Treasurer of AFSCME District Council 47, Local 2187 for 7 years.

Ms. Stukes received many awards and recognition including being an honored member of Cambridge Who’s Who (2008). She also completed the Trustee Education given by the International Foundation of Employees Benefits (2001 and 2002) and Wharton School of Business (2002). Ms. Stukes will be responsible for all company operations including contract negotiations, business and strategic plan development.

Ms. Stukes serves on the Usher Board and Women’s Day Committee of Our Lady of Hope Catholic Church. She also serves on the Board of the Mayor’s Office of Community Services Foster Grandparent Program and Mercy Neighborhood Ministries of Philadelphia, Inc. She holds a BS in Accounting from LaSalleUniversity, and a MSA in Human Resources Management from Lincoln University.
